Afraid not, but I can tell you how you'd make it....
Use the pen tool in photoshop to create the core line.
Apply a vertical wind shear to get the amplitude effect
Apply a full spectrum horizontal gradient to get the colours.
You might want to duplicate the core line layer and add an outer glow to it.
Hope that's of some help!
