that sounds like you're motherboard not the case. Check the settings on you're motherboard you've probably got it so when your case is cool the fans slow down. 800rpm is normally the lowest they will go. It's not a bad thing. Most of mine run around 950 on my board (different case, but that doesn't matter)
 
Just checked and if I connect the fan to the "case fan" connection on the motherboard the fans speed is really low, But if I connect the fan to one of the power connectors direct from the PSU the speeds are fast, So how can I get fast speeds while connecting to the motherboard?
 
if you go into your BIOS there will be a setting in there, something like PC health.

But the reason they are moving so slowly when connected to your motherboard is because they don't need to be going faster. Have a look at your temperatures and see if you need them running at full.

Most people strive to have their fans only running on slow (quiet) while keeping your temps down.

Motherboard- Asus P5N-D nForce 750i SLi (Socket 775) PCI-Express DDR2 Motherboard
Intel Celeron E1400 2.0Ghz Dual-Core Processor (LGA775) - Retail

Processor fan is constantly going full speed (sounds like a hoover) doesnt matter what settings I choose in the Bios the fan speed for that never changes Processor temp - 39

case fan going at 964 rpm doesnt change either no matter what settings. motherbard temp - 46 (reporting it as being too high on the program that came with the board)
