just edit the shortcut to google chrome so instead of:

C:\Users\Larkspeed\AppData\Local\Google\Chrome\Application\chrome.exe (this is your command line)

is reads:

C:\Users\Larkspeed\AppData\Local\Google\Chrome\Application\chrome.exe --enable-sync

Pretty basic computer usage really

of course you could just open chrome and go to options --> personal stuff --> sync
