up-to-date safari and chrome browsers don't need the -webkit prefix anymore do they?

Correct but it's always good to add them for back compatibility.

Slightly OT: I always thought the Safari browser was pretty consistent on all of the devices it is on, whether that's a desktop, iPhone or iPad. Turns out the iPad has some pretty weird CSS interpretation going on, especially to do with really standard selectors.
