Is there a 'tool ' available that would convert an image into a scalable graphic suitable for printing i.e 300 pixels per inch

From this ;

Retain the same size, but 300ppi not the current 72 ppi

Any pointers would be great :)

If you retained the same size but change to 300dpi, that image would be printed at a little over 2cmx2cm.

You need a much larger, higher quality image for printing. 300DPI is obviously better, but size is what counts.

My knowledge is limited, but could it be turned in to a vector image? shouldn't be a problem then should it?

A vector image would solve the problem, however you'd need to draw it by hand in PS/Illustrator. There's no (good) software which will turn a raster image into vector.

inkscape is a free alternative to illustrator, if you import that image then go to path->trace bitmap

then choose colors in the bottom box, after that just keep trying to adjust the various settings while clicking update. You might need a cleaner version of the image first though.
