Anyway to check if a CPU is throttling in Vista?

Sometimes it’s not obvious. If performance suddenly drops how can you be sure it’s due to throttling and not some other bug or problem? A program will confirm throttling as the problem.

EDIT: My current motherboard sensors are way out so I cannot judge if the temp is safe or not.
