Anyway to organise folders like the desktop?

Always wondered this...

Is there anyway to organise files in folders so you can place files graphically (so in no logical sorted order) like you can do on the desktop?

I want to keep my desktop clean but it be nice if this functionality was within normal folders. Ive tried it before and Im sure it just forgets the setting when you close the folder/restart...

Not in windows.
Possibly a 3rd party application can do it, but I doubt it.

Just change it to Tiles view and then untick Auto Aarrange. Seems to work for me.
