Interesting, I always thought it looks decent I must watch it again on blu ray.It was filmed on a Canon XL1 which has a resolution of 512x492.
So what you're seeing is how it was recorded.
It wasn't meant to be poor, it's just they wanted to film certain scenes quickly and digital cameras were in their infancy then.It was meant to be poor quality at mastering. Doubt there are any "better" ways to watch it than DVD tbh
