AOC i2353FH black screen issues. Someone please help?

When I display a black screen on AOC i2353fh, the screen is very bright and colour shifts when I view it from different angels. Is this normal for an IPS screen? is it because the monitor is cheap? Or is it broken?

What you are observing there is the silver sheen of 'IPS glow'. It is observable on all modern IPS panels. See the last 30 seconds of this -
