AOC Q3279VWF issue or graphics card?

Seem to be having an issue when running at 75hz, lines start flicking/scrolling down the screen that run the whole way across. When it first started it would only do it for about 30 second then stop, but can now last for ages 10min +, and even when it looks to have stopped, the occasional flicker can still happen.
Issue stops as soon as I change to 60hz, would this be a monitor fault or linked to my graphics card which is a EVGA 1080Ti SC2 Black edition?

Is it doing this even just sat on the desktop?

Yes as soon as the sign in screen appears its doing it
