Aperture and exposure changes, both at once?

I'm speaking with the Ixus 60 in mind, but the question can apply for similar cameras...

Firstly, I'm a noob.
I read (somewhere, sometime) that on this type of camera you could alter the exposure and the aperture, but not both at the same time,is this true? I was standing next to the skating rink outside the Natural History Museum and was wondering how I could take a long exposure shot of the scene with all the floodlights present. Would I be able to with the Ixus 60/Fuji F30 type cameras?
Obviously, if you can alter them both then this is a pointless question. But you learn something new...

I don't have the camera yet :p I'm tentative and have nearly been convinced by the Ixus 60, though I'm still looking at reviews.
/And where can I find out if a cam can take AEB shots?
