Since you've saved the image has been flattened the answer is no, you cannot see what was or is underneath the black.

In order to do what you're asking you have to have the image saved with layers so it has to be saved in one of the compatible formats, tiff, psd etc.

I'm no photo image expert but if you've painted over the picture with a black 'brush' in something like Paint or Photoshop then no - you have physically lost the 1s and 0s data that is underneath. If poorly done, the easy thing to detect is if someone has cloned, merged or fabricated part of a photo. With extra analysis you can see what part is fabricated and hence see the generic outline of the fabricated part and potentially work out what was covered up, if anything.

As example, if you merged in some sky from another photo, you could tell with extra analysis that the sky and foreground were from different photographs (based on their brightness, exposure and other measures).
 
The stair case looks absolutely nothing like a stair case.
Looks more like a tank and dust cloud.

Exactly what I thought. Since when do buildings have long barrel shaped objects attached that are almost the same length as the rest of the building? I don't care if it's the moon and it has less gravity it would be pointless.

Well yeah, but it would be nice for someone to explain what he's doing and what it is showing.

With all due respect, as a pro photographer of several decades and extensive experience with film scanning, all I see are scanning artifacts and a few chemical sploches. By expanding contrast ranges all sorts of artifacts and patterns will appear on any low key film scans. You are not the first to make these errors and I suspect you will not be the last.
