As per link, prices are going up more or less with immediate effect. I saw some apps at £4.56 that I thought were £3.99 not so long ago.

It says exchange rates in the article. They took the entire app store offline in Russia for a day a week or two back due to the massive fluctuation in the value of the ruble as a result of sanctions on the country. They needed to figure out how to increase the price of all the apps accordingly to ensure they didn't lose money I believe.
