Apple Password how do you disable it?

I every time I login to a website Apple keeps pestering me with a password prompt "save password" I click never for this website as I have 1password.

I have disabled iCloud Keychain but is there another setting at system level to disable this stuff.

I looked in settings > password and I can see a list of websites that I have visited, but no option to disable this feature.

Safari > Preferences > AutoFill.

I take it password auto fill and keychain are the same thing, but keychain icloud is to sync it all.
