Apple Time Capsule Help

I work in a school and we have a Time Capsule and we were hoping to set it up as a NAS drive. I've tried to set it up using the utility on Windows 7 and on my iPhone 6 but I keep getting stuck with it saying that I need internet access. With it being a school, it's not as simple as just plugging it into an ethernet port and for it to work due to all the proxies etc. Is there any way to set it up in such a way that the pupils can use it as a NAS drive to store files and access them through the wireless features of the Capsule without it being networked, or does it have to be networked?

Ready for hurling the bloody thing out the window!

As per flying grouse's links, quite frankly you'd be better off spending a bit of cash on something like an HP Microserver or a fairly powerful NAS box. The Time Capsule's performance and reliability is very poor at best.
