Apple TV - Siri remote won't pair?

I got an Apple TV a while ago but I cannot for the life of me get the remote to pair. I have been stuck using an old Mac Mini remote which is not great. I actually have an Apple TV at work as well so I bought that Siri remote home to try, and that also wouldn't pair.

I hold menu+vol up but just get the message "Pairing Remote - Bring it closer to your Apple TV to continue pairing" but no matter where I hold it I always get that.

One thing to try was to pair it through the bluetooth remote/devices menu but it does not appear in the list. Any ideas?

The only thing I could think of is a complete reset, but guessing you've already tried this? I never had any problems setting mine up or adding my iPhone and iPad as secondary remotes via the Apple TV Remote app.

If you've tried a different Siri remote and it still hasn't paired, I would get on to Apple Support either by web chat or in an Apple Store and get it replaced if it's still under warranty.
