Could you elaborate on this, please? How does it not allow you to enter a passkey?

A quick Google suggests that it is possible to use the Apple Bluetooth keyboards under Windows, it just requires going through the bluetooth setup application, opting to enter your own passkey then typing the passkey on the keyboard and hitting enter. Perhaps it is your Bluetooth adapter causing the problems?

Edit: Are you using Windows XP SP2? This is supposed to include greater support for Bluetooth devices.
