No - you either get the normal free updates or when the next major version comes out you still have to purchase it (although snow leopard is cheaper for leopard users).
Apple will retro-fit a new major release within a certain period at a discount or even free. So if you bought a mac the week before snow leopard you have a cheap upgrade path (or even free).
