Applications opening themselves?

I left my PC alone to do some stuff, and when I came back I found Steam installing an update (85MB). I rarely use Steam and so it is not enabled to run when Windows starts, actually I have it explicitly turned off via MSCONFIG. I don't currently play any Steam games. So I am quite peturbed as to why it has run itself and installed an update?

Any ideas? Win7 x64.
