Applying for the same job twice?

A few months ago I applied for a job I really wanted. I received a card back saying:

"we have received an exceptional response to our advertisement and are currently reviewing applications to short list for interview.

If you do not hear from us within the next 4 weeks, you should assume that your application has been unsuccessful on this occasion. However, we will keep your details on file and contact you should any suitable positions arise in the near future."

Recently, the same job has been re-advertised.

What's the done thing in this situation - is there any point me applying again?

I guess the worst that can happen is they tell me to bog off.

The other thing I'd like to know, relating to the last part of their response:

Has anyone ever applied for a job, been turned down, then later on the company gets in contact and offers them something else?

I have with Tesco's when i was 17 I was looking for a job. I had an interview and they turned me down. So then I dropped my application in elsewhere and had a call within 2 hours asking me to come down for interview, got the job within 20 minutes (part time sales advisor).

Few weeks later Tesco call asking me if i'd like to have an interview for a position in customer services with them. No thank yoooou.

I say go for it if you still want to do that job.
 
I handed in an application at Sainsburys a few years ago, and I think I got a letter saying they no longer had any spaces. A few weeks later, I was called for an interview and was offered a job in a different part of the store. Reapply, you don't lose anything by doing it.

Gets a bit tricky if they do actually invite me for an interview though...
