APS and Full frame

Just a quick check.
On an APS sensor camera, 600d for example, if I use a 45mm focal length and fill the frame with a subject, i would need a 70mm to get the same image on a full frame sensor?

Appreciate there is a bit more to it overall.
I am thinking of getting a new lens for my APS camera, but also debating getting full frame.
I know what focal length i use in given circumstances, such as motor racing etc currently, but want to make sure any new lens gives me decent reach on a full frame if i go that route.
