I have one of these fitted to my 7850, I got another 7850 cheap and decided to fit another one.

When I fitted it the fan was rubbing on the heatsink, I loosened one side of the black fan shroud that clips onto the heatsink to try and fix the problem.

Now the fan is running 100% but the card is reporting it running at 20%, I've tried manual fan control but it wont stop running full speed.

What did I damage?

The connector is in the socket and can't see if its shorting out anywhere.

Just reseated it and replugged the socket in and its not throttling the fan, I can't see any obvious damage.

Plugged the fan up to molex using included 7v adaptor and the fan runs slower, I guess the PWM function is messed up somehow.

I can't return it as part of the installation procedure is that you glue on VRM heatsinks with thermal adhesive that you can't remove.

Swapped it to bottom card of the two and it's 70-75 degrees at load running at 7v, guess I will have to make do.

Sounds like the PWM signal is not getting to the fan from PCB fan header. You should have black, red, yellow, and blue wires. Ground, 12v, rpm and PWM. If the PWM wire is not plugged into PCB header / supplying signal to fan, the fan will run full speed.

FYI
PWM fans use 12v power in pulses to control the fan speed. There is a small PCB in the fan that uses PWM signal to pulse the 12v power to to fan motor. The faster / longer the pulse the faster the fan runs.

I offered to make Mart a splitter that will allow the second card fan to work off the first card PWM. Not sure why the second card isn't controlling the fan that's attached. The fans both use the JST PH series GPU PWM type connector so a standard splitter won't do in this case. If there is a cable assembly on the market I've never seen one.

The splitter will also link back to the tach on the second card.

FYI
modDIY make several VGA adapters and /or splitter but not a VGA 4-pin splitter.

They also now have a 5-Pin VGA PWM Mini PH Connector to Dual PWM 4-Pin Fan Cable Splitter. Compatible with all common 5-pin mini header graphics cards, e.g. Asus GTX580 DCII.
