Does anyone know where I might be able to buy a plate for the Arctic Cooler 64 Pro to fit an ASRock 939 Dual Sata2 Motherboard?

A mounting plate to support the heatsink/fan on the board (as the motherboard didn't come with one).

Do you mean the black retaining bracket which the stock fan connects to?

you shouldnt need a thing mate, the mobo should come with the black plastic retaining bracket out of the box. the artic cooler just clips into that

Was the board bought new or 2nd hand?

My arctic cooler 64 came with a duplicate baseplate, as the mobo had one anyway It was not needed.

I have a spare arctic cooler 64 ultra that I need to get rid of, and it includes the plate you need. If you're interested send me an email (in trust).
