Arctic Cooling Freezer 7 Pro Problem

I've had my ACF7Pro cooler for a year now and when it first starts up it's around 600rpm and it takes a while for it to "warm" up before it reaches 2000+rpm. I don't have Qfan or any other settings enabled.

Do I need to put some oil in it or something? What would be the best to use?
 
I've checked the Arctic Cooling website but not sure how to go about the RMA process, it's not very clear.

Has anyone had any experience with Arctic Cooling RMA?

I have the Asus P5B Deluxe and the CPU fan is using the 4pin connector.

Anyway, Arctic Cooling's RMA Support is poor:

Dear ..........,

first point the pegs: You can purchase these pushpins in any
computer-store, these are standardized and so you can buy them anywhere.

If the fan only reaches 2000 instead of 2500 rpm that's not a reason for
replacing the fan as long as it still works it should be fine anyway.

Wow, Arctic Cooling has the worst support ever. They don't give a damn about what the customer has to say :O I find this reply quite rude:

Dear Mr. .....
please contact your dealer and ask him to support you with a new fan.
