my new artic cooler 7 rev 2 doesnt spin?

is that because it doesnt need to? and kicks in when it does OR

is there another problem?

it depends on mobo i think, if you have cool and quiet and your cpu is under the required degrees then the fan will not spin so i should check out your bios settings first. before deciding that it is faulty. but generally the spin
