Are brown crusty capacitors bad?

I went to upgrade the CPU in my Dad's PC yesterday and found this :

Three of the big capactors have brown crusty stuff coming out of the top. The PC still works OK, but he says it randomly reboots itself say once every few weeks.

It's a old S478 Gigabyte GA8-IRXP board, now CPU'd to the max with a 2.6Ghz P4. Is it time to plan for a replacement motherboard? Does anyone still make a half decent S478 boards for sensible money?
 
i dont think its anything to worry about iam no electrician or computer expert but i do know that most electrical items are sprayed with a sealer,kind of like you do with wood when you varnish it and it does discolour after time due to heat e.t.c but crusty is a bit strange but it might be normal.
 
If the caps are swollen or split then they are starting to fail.
picture is not too lcear, but does'nt look like they are failing.

Caps are pretty easy to replace anyway, and are fairly cheap.
 
Apologies for the pic - it's not bad for a camera phone tho!

It's not sealant - they were clean and shiny when I installed the board probably back in 2001. Two are a bit crusty, the middle one is starting to bulge slightly.

I'll keep a eye on it. I'm off to search eBay for an nice replacement Asus 865 board.
