as per title, newsgroups downloading has dropped dramatically this last week after 4pm until 1am again, just like they did with port 80. Sat @ 2mb when i'm 400 yrds from the exchange connected @ 8mb

Is it the same with with everything? Checked your IP profile hasn't dropped?
BT (Retail, the ISP, rather than Wholesale) do throttle (but not by port), but it's always worth making sure it isn't something else...

BT can throttle by port. i remember awhile back when the complaints of http throttling first came up, people were still able to use ftp at full speed. things might have changed now though? :)

That doesn't mean they were throttling by port though - it's fairly trivial to identify a session as using either FTP or HTTP with the Ellacoyas.
