Are LED signs on bikes legal?

As title asks, im thinking of getting a set of these for my dad for his Christmas as we saw someone with it and ever since hes always wanted. I heard its illegal in some states in america and i cant find any exact information about if its legal in the uk.
Can anyone confirm its legal/illegal?

I can't think of a reason why it would be illegal, as long as your still paying attention to the road.

Yea, probably one of these things that aren't actually illegal, but if you have an accident whilst using it, they'll do you for reckless driving/driving without due care & attention...

I think depending on the circumstances, even that might be difficult.

Probably not illegal, seem a but pointless to me though. The smilies don't even look like smilies, if I saw those on a rear light I'd just think he had a dodgy light. Still, each to their own I guess.
