Are PC GPU's utilised properly?

I'm only asking this as I've been wondering since I got my XBOX One X.

That's got aprox the same "GPU power" as my GTX1070 laptop, 6TFlops. Yet I'd say that at 4k HDR the best experience is on the Xbox One X, we all know that consoles are more optimised because they have one specific use and one or two different specifications.

However, do we use PC GPU's to the max? Is there more life left in older GPU's? Surely if they properly optimise a PC release we'd have graphics much better quality and much more playable than ever, and something like a GTX1070 would be classed as a 4k gaming card? As realistically it's a the entry level into 4k gaming isn't it.

**EDIT**, slightly misleading title, we know they're not, mean will we ever have them utilised to their full potential.
 
You're forgetting that the Xbox one x experience you feel is so good generally provides only 30fps at "4K" in demanding games, and is commonly assisted by things such as dynamic resolution or checkerboard, which is as you say, tailored specifically for the game/console in mind. This is before we even get in to the controller/mouse and keyboard argument. Mouse input requires more fps to feel as smooth as using a controller.

4k on an Xbox is upscaled. It's not rendered at that resolution

HDR "just works" on my PC with Vega64 though, not sure if it is a Nvidia issue that you got with HDR.

Also, the biggest issue with the consoles is not sure much about it's graphic capability, but the slower 8 cores Jaguar processor they got.

Take Monster Hunter World and PUBG for example that can only do about average 22-30fps, because of the CPU bottleneck; PC on the other hand people can get 60fps+ on both games. Even my elderly i5 2500K with overclock can manage 60fps- something that neither Xbox OneX nor PS4 Pro can manage to do.
 
I must admit I'm not too fussy with FPS as long as it's not below 30. Depends on the game I guess. Monster Hunter was quite smooth at 4K on my laptop surprisingly but yeah HDR is problematic with NV.

My laptop with 6700HQ can manage 60fps as well for MHW, but it is the 960M that's dragging down the frame rate :p
 
Must say mine with a GTX1070 doesn't perform that well at ultra at 4K!
I think you miss understood me.

I meant the CPU itself is capable of pushing 60fps...it is the GPU lack of grunt that's stopping that from happening.

If you are willing to turn down graphic settings, I am pretty sure you can managed 60fps.

Also make sure your turn OFF volumetric rendering in the game graphic settings- it kills performance and make the image quality look WORSE.
