Are some RTX4070 cards better than others

Hi All;

I game at 1440 with an MSI AMD RX5700XT. It gets HOT and the fans are quite noisy when it is pushed. I think an RTX4070 will fit my existing set-up/CPU without needing a new PSU. I have heard mention of 'coil whine' on some cards and fan noise? I presume some cards are better built than others - which ones are recommended? Budget is 600

Reviews will mention the cooler performance and measure the temps and fan noise, but I'm afraid they don't cover coil whine.
