Are 'squealing' capacitors a sign of impending failure?

I'm running an Orthos blended stress test at the moment, and you can hear capacitors squealing as its running.

Strangely when I move the bar up and down in a window, for example Explorer, it goes away until I stop moving it.

I had this problem on my old Gigabyte DS3 board when the memory was being taxed. You can put glue stuff over the capacitors or something, to make them quiet. It isn't a sign of them going though.
 
Yeah my GPU does this. Only really a problem when benchmarking as there is no sound; gaming is fine though. :)
 
Before I upgraded my power supply mine used to do that. It was a Qtec 550watt:mad:. Did sound like it was coming from the board some where though. I think it was at it absolute limit.

Its probably stopping when you move the slider bars because your moving the priority from ort to explorer and not loading it as much.

When I put in a 8800 the high pitch squeal turned into a heavy buzz that could be felt vibrating the case :D. Turn it off and went to the shop the next day.
