Are the Skylake i3 chips quad core or not?

Haven't checked but I believe the i3s are 2 cores and 2 HT units so 4 threads - calling them quad cores is a bit cheeky.
 
and we could still overclock them a little using the BCLK?
Maybe the motherboard could unlock the multiplier within a limited range? I seem to remember this happening before?
 
As far as I am aware all i3 chips are dual core only. I'm not sure about the overclocking as I've never owned an i3 and only do a little overclocking myself.
