Are there any mods which focus mainly on infantry combat and make it so theres hardly any tanks in a skirmish?

Not that I know of. However your description was really simlair to the game "Men of War: assault squad". Sign up for the beta on their website and download it from steam, and play on low resources. It is heavily infantry focused. But it is a lot harder than CoH so don't be put off immediately.
