Are there Wintel equivalents of the Mac mini?

I am after a tiny little box like the Mac mini to act as a download / media server but for Windows Vista rather than OS X. The Mac mini is now out of date with its Core Duo.

Are there any offerings in the PC world like the mini's small form factor?

Shuttles (or that size) are probably the most easily available but you could also look into mini-itx however they aren't always that fast due to the low power requirements and the fact that size is often more important than performance.

something by Evesham maybe, about the same size, but £300 more expensive then the Mac Mini.
