I took a bit of time several years ago running new cables, adsl master socket etc but I have pretty much forgot what verything means....

just noticed my exchange has been upgraded from 8mb down, 350k up to 17mb down - 1mb up although the BT Wholesale speed check seems to think its 21mb down....

Download speedachieved during the test was - 16.25 Mbps
For your connection, the acceptable range of speeds is 4 Mbps-21 Mbps.
IP Profile for your line is - 16.42 Mbps

Upload speed achieved during the test was - 0.97Mbps
Additional Information:
Upstream Rate IP profile on your line is - 0.83 Mbps

so - are the line stats all ok and is it really 21 down and something is limiting it or is the BTWholesale checker wrong?

Its upto 21 down, the checker just goes by distance, the quality of the cable and connections can also play a part.

Saying that you line profile is 16.42 Mbps, so that is what you max speed will be set to.

You could try powering down for half hour and then reconnecting to see if the profile refreshes (it could increase, it could go down :)).

But stats wise, that's a healthy enough ADSL2 connection.

improved it a tiny bit by powering down

but not much so think I'll leave it for now

seems to vary depending on what 'checker' i use

plusnet and BT say 8-19MB, I suppose more importantly Zen (my ISP) says up to 17mb, I thought that it would be the same regardless of provider but looks like it varies
would be nice to get 21 if it's possible through another provider tho!

There could be 1 or 2 improvements you could potentially make, assuming they haven't already been done in the past.

1. Remove the ring wire from your BT master socket (see here) this is very easy and is barely a 5 minute job, you'll spend more time unscrewing the faceplate to get to it.

2. Fit a BT VDSL Mk3 faceplate (one of these) which can be done at the same as #1 and is very simple to fit.

They will also both help and carry over if you ever get to upgrade to BT fibre.
