Are these safe settings?

I've been trying to overclock my system but it went wrong earlier as i managed to corrupt a DLL somewhere with my overclock. So im gonna start again but need a hand with some of the BIOS settings. The following link recommends some pretty high voltages, surely thats not safe if you're starting out?

I wouldn't start off with those voltages, no. In fact, i'd leave most of them on auto, and just set the vCore and vDimm manually to begin with.
