Can a person be completely neutral in a situation?

It's an odd question, but I am wondering... if someone is in your environment with no reason to be there, do you not wonder whether they need to justify their presence?

No, if im in my room playing WoW and you walk in and bother me, you're getting kicked in the testicles, you wont have time to justify a thing.

If they have no reason then they can't justify it, so no they don't need to.

If you mean in any situation, yes you can. It's you who decide your own action.

I have to be neutral for a living.
 
I don't think someone can be completely neutral really. There is always something that will slightly effect them. However I think there are lots of cases where one would not see enough of a change to classify them as biased by any means. It is human nature to make judgments, but one can be almost neutral; but I believe not completely so.
