Performance in Ark has not improved much since day one. I played it a lot last year and recently tried it again with a 1080 and was surprised to find FPS rates no better. They've made some graphical tweaks and game improvements of course, but the overall performance is not something they appear very interested in. I know this is still Alpha, but it's quite surprising given this is using the Unreal 4 engine that it doesn't run better.
It's alpha and unoptimised so not much you can do. Unfortunately optimisation is pretty low down on the priority list. I put about 500 hours into it since launch (stopped playing a couple of months back) and there are numerous issues that need to be resolved.
Game has been in a playable 'alpha' for over a year now. And the game was supposed to be 'complete' by June of this year. The 'it's still alpha' excuse is wearing thin at this point.
That said, the game does seem to use a lot of advanced graphics techniques, is open world and features some very dense foliage. I'm not surprised that it is highly demanding, especially for a non-AAA studio.
It looks stupid because of the motion blur in my opinion. It's the first thing I turn off in every game that has it. 40fps is a bit underwhelming too on something so powerful, alpha or not.
