I'm playing on "Very High" settings my specs are in my sig, My GPU is only running at 50 percent but I'm only getting 40-80 FPS but I want solid 60 ?

Do you think it's my system or just a badly optimised mod?

A lot of people on this forum play this game so hopefully they have some knowledge :)

The ARMA engine doesn't fully utilise the GPU unfortunately. Well at least it hasn't on my last two cards both AMD and nVidia.
 
I'm playing on very high on the actual game Arma 2 which is more graphically dependant and I'd say my average FPS is 40 this is sooo annoying..
 
My gpu useage is 90+% constantly so it is possible.

First thing i can suggest is you need to put your video memory to default so it lets the system decide on how much to use. Having it on v high limits it to ~512mb.

Also another thing to try as well is to put these parameters at the end of the game shortcut target: -maxmem=2047 -cpucount=4 -exThreads=7

To change video memory go into advanced settings in the video options.

To add the parameters, right click on your game shortcut go to properties click on the shortcut tab and add to end of the the target line there.
 
What you are showing me there is a script that launches the game EXE from the Expansion\beta folder that is in the Arma2 root directory.

So you need to find that EXE and then add the parameters to the TARGET not the 'start in' line.
