Artifacts on ps3.

On a friends Ps3 when certain games are played white flickering dots appear at the bottom of the tv, but it doesn't do it on the home screen, is it a gpu problem or something else?

Do they appear when watching a movie? If so then its the HDMI connection between the console and the tv pull it out and reconnect should clear it up as I have had it a couple of times.
