Artifacts on screen, new gfx card no display

Hello all, a day or two ago my monitor starting showing artifacts all over the screen and it was literally unreadable, it wasnt fixed on boot and even showed graphics errors on the bios, I left it for a few hours, tried again and it was fine for 10/15 mins, then the errors appeared again, which of course led me to believe it was the gfx card, so I put my old one in and no display at all appeared on the Monitor, I guessed it was just that my old gfx card no longer worked so I bought a new one, it's a HD3650 AGP Gfx card and I put it in, booted my PC up, and again I have no display, but everything is running, I can even tell it's booted into Windows like normal, so I dont believe it's a power supply problem, but the problem is, my old card was an Nvidia card, could that be the problem? I have no way to change the drivers and I dont know what to do to get the PC to display an image now, the 4-pin power connector is connected properly, i've used the VGA to DVI connector and it all connects fine, my old gfx card still boots up an image, but it's of course full of artifacts and basically unusable then, as when it goes into Windows, it says the Hertz is out of range, so then I cant do a thing then anyway, so any help on getting the new gfx card displaying an image would be greatly appreciated, and sorry for the long message, but I tried to cover every point you may suggest early so I dont waste any of your time, Many Thanks to whoever can help :D
 
It may well be a motherboard problem, as 2 other cards do not work, can you test any of the components in another machine.
 
The old card cant even get into Windows, it loses sync to the monitor right before it gets into Windows, and hmmm, I may be able to test it in another PC, but as it's AGP what happens if those PC's dont have enough power in the PSU? will it still load at least? but if it's the motherboard i'm gonna either need to go for an Asrock mobo, or a whole new system, ahhh PC's, you gotta love them! :p
 
Someone must have run into this before? i'm really hoping for an easy fix, as I dont want to keep dragging my new gfx card in and out of my motherboard cuz I really dont wanna damage it, I would have thought no display coming on screen, but a PC booting fine can only be a few things? but thats why I came to you guys, to see what the more experienced technical people think haha :p
