As silent as possible

I have months to read up and research but looking for poeples suggestions for quiet/silent overclocking and case, with a joint budget of £250.
I've so far considered passive with quiet fans attached....totally forgotten the name of the huge cooler thing, but i have an image saved somewhere.
And the likes of a swiftech h2o 220 ultra, but really got no ideas what would be best.
Obvious less i spend the better =P

Very good air cooler with quality fan +volt mod for best quiet cooling.
Passive water for silent cooling.
quality active watercooling for highest day-to-day OC. (can also be quiet)

all within budget, if passive watercooling a quad and high end GPU - two loops required.
 
changed my idea again:
thinking about getting a thermaltake mozart Tx which is spilt into 4different bays, with one bay looking just about big enough for a radiator on its side, so thinking about mounting one in there, and then getting a 90degree fitter coming straight out of that to help with the bending of the tubes, and thinking about using a swiftech h2o 220 ultra kit, with different tubing, Ive read somewhere that different sizes work but could be totally wrong =S.
Just using the kit as I have no experience with water cooling, read that it can put up a decent fight with custom kits of the £200+ range. and means when i gain more conifidence might still be able to use the dual radiator for gpu cooling as well?
