As to be better that stock right?

It would probably cool, but I don't like pancake coolers. Reason is their downflow air hits motherboard turning out, hit's GPU/RAM/etc turning up along sides of cooler and fan where it tends to be drawn back into fan. Obviously it dempends on RAM height and how close to cooler RAM and GPU are, but compared to a small tower that draws cool air in on one side (usually front) and pushes it out the other (usually back in front of rear exhaust fan pancake coolers run much warmer.

Also with a CPU rated 51w TDP a cooler rated 70w TDP is working quite hard to keep hard working CPU cool .. especially compared to a cooler rated 140w. This means 70w cooler fan runs much faster to move needed airflow compared to 140w cooler, so much louder.

Without knowing what case, RAM and motherboard you have we don't know what coolers will fit.

With the stock cooler CPU never passed 47c, even with 4 1080p streams.
 
Parvum Ver. 1.0 has 150mm cpu clearance
If Asus Z170i Pro Gaming, it has 87mm center CPU to near side of PCIe socket.
Corsair LPX is 34mm tall, so 30mm above CPU

So only the 150mm CPU clearance limits what cooler you can use.

I prefer 120mm fanned coolers over 92mm fanned coolers, but they are all over £20.

Here is OcUK list of coolers for less than £23. You can put list in order from most expensive to least expensive. Only things you need to look for are less then 150mm tall (some are taller) and Intel mount .. which most have.

The Cryorig M9i looks to be spot on for my need's the extra watt's of cooling power would mean i can enable fan off function when the CPU is under 45c.
