ASROCK USB Issue.

Before I explode and throw this old thing away I would like to rack everyones brains.

I have an old asrock p4i65g Motherboard in an old PC which is having an intermittent fault with USB. Every now and then the computer wont boot if anything is plugged into the USB ports. Also sometimes if I touch the mouse or keyboard the system just reboots and wont start unless I unplug everything from the USB ports.

I have checked and changed with different input devices and had the same issue, I updated the bios and still no joy. This issue has just started to happen and I'm wondering if the board is now borked!

Any help will be gratefully appreciated.
 
its either simply broken, or maybe its getting shorted somehow and as such is building up a static charge. Ive had my old PC reboot from me changing a usb device, when i went to plug it in and got it near the usb port it sparked and then rebooted my pc, had a look at everything, couldnt see anything that caused it and hoped for the best, never happeneds again and nothing had broken....luckily
