what about asus gpu tweak? it actually works well if you close monitoring window
Please remember that any mention of competitors, hinting at competitors or offering to provide details of competitors will result in an account suspension. The full rules can be found under the 'Terms and Rules' link in the bottom right corner of your screen. Just don't mention competitors in any way, shape or form and you'll be OK.
Go into the options of AB and enable voltage control.
You then need to edit the ini file to enable un-official OC mode (google for info). After all that is done you should be able to try pretty much anything.
Personally, I use Sapphire Trixx, I find it more stable at high clocks.

"GPU Tweak utility helps you modify and tune clock speeds, voltages, and fan performance via an intuitive interface"
"- Hugely overclockable"
aka most limited 7970 out there
You have to wonder if these are different to the TOP editions other than clock speeds, if not would there be any other reason not to try a flash to a TOP, if only they had a protect safe BIOS it would be more tempting to try, quite abit of regret choosing this one for me.

Not the latest batch, I'm guessing they've revised from the original problem ridden ones.I had two ASUS 7970 DC2 TOP cards both were unlocked for voltages could go up to 1300mv.
Looks like to go beyond the 1.38v limit you need to hard-wire the GPU card into the motherboard using the pre-soldered connectors.
