Why would it be 30Hz?

USB 3.1 is supports up to 10Gbps bandwidth, and can carry video just like DisplayPort does, not to mention the fact it can support 100w of power.

People are seriously not making enough fuss about USB 3.1, along side the new 'C' connector type. It's bigger than Thunderbolt, USB 3.0, and DisplayPort and will become the de facto standard for connecting pretty much anything, from laptops, displays and external graphics cards etc.

Indeed!

Just got a new XPS13 with USB 3.1 Type-C connector and was like "I thought this was at least 6 months away". Not enough shouting about it.
 
Thunderbolt has 4 times the bandwidth, that's probably why. Also there's a lot of confusion over which cables offer full functionality / meet the spec.

10Gbps is not enough for modern usage as well.

Yeah, but it's 1920x1080p, HDMI 2.0 only does 18Gbps, and that's enough for 4K + sound etc. So for this specific device, 10Gpbs is more than adequate. Any you can use the Type-C cable/connector to transfer native DP signals also, if the port is wired for it.
