As said by the others:
1. If your memory if XMP or EXPO capable, select those options for the memory. However, if you have 4 x "X"GB of RAM (eg 4 x 32GB DDR5), do not turn XMP/EXPO on, your system will not boot and get stuck trying to boot up and you will need to use a screwdriver or jumper to reset the CMOS/BIOS that is situated close to the case IO pins near the bottom right of the board. Depending on if you have a long/large GPU as well, this could be difficult to do, so the less you need to reset things via this method the better. This is a limitation of the 7000 series of CPUs with X670E motherboards.
2. Tuning the CPU is not that complex; the 7800x3D is a 120W cpu so you don't need to adjust any BIOS settings to make it run better, running it at ECO65 will only reduce the performance by lowering its power limits and you don't even save much in terms of power savings. So there's no need to adjust that option.
3. You ideally want to use the Curve Optimiser with a "negative" (or "-") sign and then test the CPU for crashes. If it's fine (stable, doesn't crash, doesn't fail, etc), increase the Curve Optimiser number until you run into issues. This is really the only thing you might want to play with on this board. You can find the Curve Optimiser option in the AI Tweaker menu (at the top of the BIOS screen) click to that option page and scroll down a bit if you can't see it, select it and begin the process there.
4. There is another option that's supposed to push the boost clock as well, but I've never used it as my rig was always using ECO105 on my 7950X so never went looking for it (as mine is power limited by going ECO105). But my guess is it would be there in the AI Tweaker section as well. It'll be called Max Boost Override. If it's not in AI Tweaker section, you'll need to go to the Advanced section and go to the bottom option that is something like AMD Overclock, and agree to the disclaimer there, then look for the appropriate setting to adjust there.
