Asus Q Fan and Phanteks PWM hub issue

I recently bought a Phanteks Evolv and Asus X99-A II and I cant seem to be able to get the 3 Phanteks case fans to spin any lower than 900rpm. The Hub is connected to the CPU fan header on the motherboard and Q Fan is set to PWM mode in the BIOS. It's seems that 20% is lowest you can set the fan curve and yet the fans still spin at 900rpm which is still too loud for my liking.

Anyone have any suggestions?

they may not be able to go slower than 900rpm. im looking for the minimum speed and i cant find it but one thing i can find is the fans that come with evolv atx are not PWM which may explain why they dont go very slow.

900rpm cant be very loud. there max is only 1200rpm.
