Asus router network service filter blacklist query

I've got the following configuration set up on one of the routers to block a particular machine from any web traffic between certain hours:

I'm testing this out and it doesn't seem to work, I assume I'm missing something here. Has anyone used the blacklist feature and could possibly shed some light?
