I had a quick Google but I can't seem to find the right information.
When I shutdown my PC, it seems to take a period of time before the power button will allow me to turn the PC back on.
Is there some kind of delay function that prevents the PC from turning back on using the power button after shutting down Windows until a period of time has elapsed?
Note that if I use the restart command it restarts fine.
