ASUS TUF GAMING B650-PLUS WIFI Boot delay after shutdown?

I had a quick Google but I can't seem to find the right information.

When I shutdown my PC, it seems to take a period of time before the power button will allow me to turn the PC back on.

Is there some kind of delay function that prevents the PC from turning back on using the power button after shutting down Windows until a period of time has elapsed?

Note that if I use the restart command it restarts fine.

Not noticed this on mine.

In the odd occasion I've shut it down and thought blast I forgot to do xyz I wait for my pay to click off (my toughpower has an audible click, not sure if all pSU's do this ) and then turn on and it powers fine.

It's a Tough power PF3 I have. Perhaps I've been looking at the wrong device and it's the PSU that's the issue rather than MOBO
